In an attachment, it informed that for stranded persons outside the state, one is required to apply under the ‘Returnees Declaration Form’. The desired option for ‘own arrangement’ or ‘government arrangement’ may be selected for further filling up the form.
While no specific timeline is notified for filling up the forms, it said that applications will be “limited”. It informed that returnees will have to undergo mandatory quarantine at the government quarantine facility for 21 days.
nCOVID19 Nagaland App and Aarogya Setu App will be mandatory for all returnees, it informed. The returnees will not be allowed to leave the state for any reason until the lockdown is completely lifted.

As reported earlier, chief secretary Temjen Toy had said although the entire state falls under green zone, there is the “danger” for people returning to the state from outside. He said: “That is one area of concern but we are working on a Standard Operating Procedure (SOP).”
He further informed that the state government is in touch with the other states, and organisations like the railways and airlines on how best to bring back the stranded people to the state.
