Manipur Govt issued an order that Stranded peoples returning home by car must obtain e-pass

Imphal: After receiving a number of requests from stranded persons to allow them to return to the state amid COVID-19 lockdown, the Manipur government has issued several guidelines in order to facilitate their movement.

As per the standard operating procedure (SOP) issued by the Union ministry of home affairs (MHA), the state government has instructed those stranded outside the state to obtain an e-pass for movement if they are planning to return home either by private or hired vehicles.

Two entry points — Mao Gate in Senapati district and Jiribam — will be opened so that the stranded natives can enter the state, preferably before 12 pm in the afternoon, informed officials.

All the persons intending to return home must receive a certified mandatory medical screening test before hitting the road, as per the MHA guidelines.

Also, a self-declaration form of the individual, including identity card, date of journey, vehicle registration number and starting place of journey, etc, must be submitted to the home department via email two days before the journey for an initial screening as precautionary measure to contain the virus in the state.

All intended travellers must send the details at and register themselves in the website of the state ( to obtain e-pass and facilitate movement.

No one would be allowed to enter the state without the possession of e-pass issued by the government, a home department official said. Those who are returning home shall start their journey only after they receive the pass from Manipur government, the official added.

Meanwhile, the designated nodal officers will coordinate with their counterparts from other states along with additional director general of police Lupheng Kailun for any security assistance and facilitate the movement of persons.
